Add/Edit Capability Change Reasons

Introduced in 14.1, Capability Change Reasons can be added and used in conjunction with Taxonomy Tree Capabilities. Options you might see in this list would be: Required Standard is in Need of Replacement, No Qualified Personnel, Required Standards are Out for Calibration. If "Other" is available, the Capability Loss Modal will require a Technician Note.
